The Fifth Basic Plan for Use, Supply and Technology Development of New and Renewable Energy (Fifth New and Renewable Energy Basic Plan), outlines government plans for new and renewable energy between 2020 and 2034. New energy includes hydrogen, fuel cells, energy from liquified or gasified coal, and from gasified heavy oil. The plan targets 25.8% new and renewable power generation by 2034, 22.2% of which from renewable energy and 3.6% from new energy. These targets are reflected in the Ninth Basic Plan on Electricity Demand and Supply that was published at the same time.
