The Federal Act on the Reduction of CO2 Emissions forms the basis of Swiss climate legislation.
Art. 3 of the Act states that domestic greenhouse gas emissions must be reduced overall by 20 per cent as compared with 1990 levels, by 2020. It also specifies that the Federal Council may increase the reduction target to 40 per cent in order to comply with international agreements.
