In general, the Russian target for thermal energy efficiency in buildings is a 40 percent reduction in energy consumption for heating in buildings, starting in 2000.
This policy creates guidelines for building envelope, windows, insulation, and other building materials and technologies. These guidelines have been updated in 2012 and 2024 to modernise thermal envelope requirements and calculation methods.
