This strategic policy document sets out new priorities for the development of Bhutan's energy sector, seeking to strengthen energy security and develop value chains around the country's considerable hydropower resources, such as the production of green hydrogen.

The policy is now consolidated and aligned under the new National Energy Policy 2025.
