Law 2099 of 2021 updates and expands Colombia’s energy legislation (especially Law 1715 of 2014) to promote energy transition through non‑conventional renewables, storage, energy efficiency, hydrogen, geothermal and CCUS, while supporting economic recovery and improved electricity and gas services. It declares these activities of public utility and national interest and extends/strengthens tax, financial and regulatory incentives, including through the FENOGE fund and other public financing sources.
