The Global Warming Countermeasures Plan (2025) is Japan’s national climate strategy, revised and adopted by Cabinet on 18 February 2025, setting out comprehensive countermeasures to reduce greenhouse gas emissions and achieve long-term decarbonisation. It incorporates updated GHG reduction targets consistent with the Paris Agreement, including cuts of 60 % by 2035 and 73 % by 2040 from 2013 levels, and outlines roles for national and local governments, businesses and citizens in deploying mitigation policies across sectors.
