The 14th Five-Year Plan includes new economy-wide energy intensity targets: for 2021, the reduction target in carbon intensity is 3% compared to 2019, aiming to reach 18% by 2025, alongside a 13.5% energy intensity reduction. These targets will be followed by an action plan to peak CO2 emissions by 2030.
The plan also includes a 20% share of non-fossil energy use by 2025 (including nuclear).
No coal-phase out, final energy consumption or total GHG emissions targets were announced.
