Through implementation of measures designed to achieve the objectives regarding the multiple roles of forests as well as the supply and usage of forest products outlined in the “Basic Plan for Forest and Forestry endorsed by the Cabinet in July 2011 in accordance with the Forest and Forestry Basic Act (Law No. 161, 1964)”, the Government will aim to attain the forest sink target that the amount of removals by forest management for the period between FY2013 and FY2020 will be, on average, 3.5% of the total GHG emissions in FY1990 (approximately 44 million t-CO2), which is the agreed upper limit of removals by forest management for the second commitment period of the Kyoto Protocol. The level of removals will correspond with approximately 2.8% or more of the total GHG emissions in FY2005 (approximately 38 million t-CO2).
