The Building Programme has been implemented to encourage energy efficient renovation of old buildings with the purpose of lowering greenhouse gas emissions (mostly CO2). The Building Programme is executed together with almost all of Switzerland's cantons, who encourage the use of renewable energy, waste heat, improved building technology and also total building renovation. A small portion of the CO2-levy from the use of fossil fuels in stationary applications (Fr. 30 million per year) is administered directly by the Confederation to encourage the direct use of geothermal energy for heating purposes in buildings provided their greenhouse gas emissions (particularly CO2) are reduced.
