This is an economy-wide policy focused on mitigation and adaptation measures. It is a follow-up on the National Climate Change Policy (NCCP).

Examples of action points within it include urban planning and installation of solar water heaters in large commercial and public buildings. Also it encourages a public private partnership for replacing fuel based water heating and energy needs with renewable energy (e.g. solar) and the reduction of energy demand in public buildings.
