The law 99 of 1993 establishes the creation of the Ministry of Environment of Colombia. The Ministry has the objective to promote the substitution of non-renewable natural resources for the development of non-polluting and non-degrading energy generation technologies. The law also establishes the requirement for environmetnal licenses (authorization granted by the competent environmental authority for the execution of a project, work or activity that may affect the environment). The Ministry of Environment is in charge of providing licenses for the construction of dams, or water reservoirs with a capacity of more than two hundred million cubic meters, and the construction of power plants that exceed 100,000 kW of installed capacity, as well as the laying of transmission lines of the national system for the electrical interconnection.
