Introduced via Sogvernment Decree 7 in 2009 and followed by another decree in 2012 Government Decree (No. 1148), the penalties for excessive flaring (that is, over 5% of the produced associated petroleum gas (APG)), have substantially increased. Between 2012 and 2014, the fee for harmful emissions was subject to a multiplier of 12 (previously the multiplier was 4.5). At the start of 2014, however, the multiplier increased by 25. However, Decree 1148 added significant exemptions to the rule, such as for fiels with low emissions.
