This plan sets a target of reducing carbon emissions per unit of GDP by 40-45% from 2005 levels, by 2020, to increase the percentage of non-fossil fuels in primary energy consumption to 15% and to increase the proportion of forest area and stock volume by 40m ha and 1.3m m3 respectively from a 2005 baseline.
This plan was approved by the State Council, the administrative body of China.
