The Planning and Building Act of Sweden (2010: 900) is amended in two ways by this law: (2) Municipalities must provide a detailed plan when issuing a land permit for measures that may impair the permeability of the land. (1) Municipalities must assess the risk of damage to the built environment as a result of flood, erosion, and climate-related risks, as well as how such risks may change in the future.
The Swedish National Climate Strategy is officially enacted by this law. The National Climate Strategy addresses municipal land and water use, municipal development, and preservation of the built environment, as well as how municipalities intend to meet national climate targets and comply with environmental quality standards, as well as how municipalities aim to consider the plan in relation to other national and regional objectives, provide for long-term housing needs, and take into account rural development in coastal zones.
