Lao PDR’s NDC establishes a baseline scenario (i.e. without taking into account any mitigation measures) of 62,000 ktCO2e in 2020 and 104,000 ktCO2e in 2030 including LULCF. Nevertheless, the country estimated in 2020 national GHG emissions of 53,000 ktCO2e taking into account measures that it has been implementing (includ. LULUCF).
The NDC proposes an economy-wide unconditional mitigation target of 60% of GHG emissions reduction by 2030 compared to the baseline scenario (62,000 ktCO2e). In addition, the country proposes a conditional target dependent of external help and shares sectoral targets of abatement, amongst them 45,000 ktCO2e/year in the LULUCF sector by increasing forest cover to 70% of the area and 180 ktCO2e/year in the electricity sector from renewable sources.
The NDC encompasses CO2, CH4, N2O. There is no information about the GWP values used, however it discloses that this document followed the GHG inventory of the 2nd National Communication in which was used the IPCC Second Assessment Report (SAR) (Lao PDR’s NDC, 2021).
