Automakers should achieve either the greenhouse emissions intensity target or the fuel economy target. The policy currently covering passenger vehicles with less than 10 passenger seats (3.5 ton), not covering larger sized passenger vehicles and trucks.

- Passenger cars: 24.1 km/L (97 gCO2/km) by 2020
- Light trucks: 14.1 km/L (166 gCO2/km) by 2020
