Starting in May 2009, future renewable energy power projects must be pre-registered before they can eligible to receive feed-in tariffs. The provision does not apply to solar photovoltaic facilities. In order to be registered, a planned facility must meet all regulatory and administrative requirements, including building permits, provisions for transportation and distribution, grid access, and have adequate funding to cover at least 50% of investment costs. A financial guarantee also needs to be deposited with the Directorate General for Energy Policy and Mines, in the amount of EUR 20/kW, and of EUR 100/kW in the case of solar thermal technology.
