In 1999, the Spanish government approved the National Plan on Scientific Research and Technology Development and Innovation, which was effective from 2000 to 2003. Priorities included: more efficient and less polluting energy systems (with a special focus on renewables and fuel cells); more economic and efficient energy transmission, sorting, distribution, and use; and alternative systems for propulsion as well as new fuels for the transport sector, with special attention to the reduction of carbon dioxide emissions.
