Regulation (EU) 2018/841, as amended by Regulation (EU) 2023/839, establishes binding commitments for greenhouse gas (GHG) emissions and removals in the land use, land-use change and forestry (LULUCF) sector for all Member States. The amended regulation sets binding national targets for net greenhouse gas removals for 2030, contributing to an EU-wide target of at least 310 million tonnes of CO2-equivalent net removals by 2030. It also strengthens and streamlines monitoring, reporting and compliance rules.
