The Royal Decree further specified the new special economic regime. The decree also distinguished between six eligible technological groups, which were differentiated in the special regime by tariff levels. Except for hydropower, the maximum size for a plants eligibility was 25 MW, or 100 MW with special governmental approval. This legislation mandated the purchase by the utilities of all the electricity generated with renewable energy sources. It also established electricity rates and quality standards.
